Admin officers asked to deal with unlawful activities strongly

ITANAGAR, Apr 20: In a meeting of the administrative officers/ Executive Magistrates of Capital Complex which was held in the office chamber of the Capital DC in order to review the security and law and order of the capital region today, the officers/ magistrates were also asked to keep watch on violators of ILP in their respective jurisdiction and book them under relevant provisions of law.

While expressing concern over reported encroachments in the Capital Complex, the Executive Magistrates were vested in the meeting with sufficient power and function to respond quickly to thwart any encroachment attempt and deal with anyone indulging in damage of public properties without fear or favour. The officers were further asked to enforce prohibitory orders issued by the District Magistrate from time to time without fail and to deal with any unlawful activities or perpetrators of any kind of crime with firm hand.

Earlier, DC Mige Kamki appreciated the administrative officers for their excellent performances in management of law and order problems and at the same time asked everyone to be cautious and keep constant vigil in the Capital Complex to ensure peace and tranquility.

 

Over 4000 saplings planted in Longding town

ITANAGAR, Apr 20:  In a bid to make Longding town `green and fresh’ the Wancho Cultural Society (WCS) organized a massive forestation campaign at Longding township yesterday.

A total of 4300 saplings were planted in the township with each family planting two.

Minister for Civil Aviation, Science & Technology and Research, Thangwang Wangham extended logistic support by providing the saplings for the programme. The people of the Longding Township enthusiastically participated in the programme. The second phase of plantation programme will be conducted in coincidence with the celebration of Vanamahotsava in June, informed WCS president Manhang Loham.

 

UG exams rescheduled

ITANAGAR, Apr 20: The undergraduate (UG) courses examinations of all affiliated colleges on 13 April, which was postponed due to administrative reason, has been re-scheduled on May 14, 2015 from 1 to 4 pm with the approval of the Vice-Chancellor, stated a RGU notification.

 

Mla Inaugurates 20-bed Boys’ Hostel

ITANAGAR, Apr 20: MLA Tirong Aboh asked the students of Tirap, particularly his constituency, to work hard to equip themselves with required knowledge and skills to compete with best pool of talent from other districts as well as face the harsh realities of life successfully.

“Many government jobs meant for the district are being filled by candidates from other districts for want of suitable candidates from among our youths,” Aboh said, while inaugurating a 20-bed hostel for boys at Deomali today.

The boys’ hostel has been constructed by the department of WRD funded by DoTCL for the poor and needy college students of Khonsa-West constituency studying at Wangcha Rajkumar Government College.

Aboh told the students to maintain the newly constructed hostel with utmost care.

The MLA further asked the students and the public of his constituency to maintain perfect cordial relations with the officers and officials of government departments for smooth execution of welfare schemes.

Consumer awareness camp held

ITANAGAR, Apr 20: The Dip-Ego Welfare Society (DEWS), Dipa village in West Siang district in association with the Department of Legal Metrology, East Siang district has organised a consumer awareness camp to mark its 10th Foundation Day at DEWS Community Hall at Dipa Village today.

In his inaugural address, Rokom Bado, Superintendent Engineer (Power) has stressed on the need of consumers’ awareness to get rid of the growing menace of selling of articles below the prescribed standards. He appreciated executive members of DEWS for their good initiatives and the team of officers and officials of the department of legal metrology, East Siang for successfully organizing the camp.

The programme  which aimed at creating awareness among the consumers on assessment of quality of goods and services through observation of standardized marks like ISI, Agmark, ISO FPO etc, attended by more than 100 people.

On the occasion DEWS facilitated the meritorious students of Dipa village, namely, Goi Riba, Class XII and Moli Kamdak.

ITANAGAR, Apr 20: All Songloputung and Dokioso Colony Youth Welfare (Ward No. 2) during a social service repaired the road colony road on self help basis.

The only road that connects the colony was in a deplorable condition for want of maintenance.

The repairing work was initiated and supervised by the Councilor (Ward No 2) and general secretary of City Congress Committee (Minority Cell).

 

BJP celebrates 10 Crore mark

ITANAGAR, Apr 20: The Arunachal Pradesh unit of Bharatiya Janata Party (BJP) yesterday celebrated the enrollment of over 10 crore members into the party across the country.

Awareness prog for SHGs

ITANAGAR, Apr 20: An awareness programme for Self Help Groups (SHGs) was organized under National Urban Livelihood Mission (NULM) by Itanagar Municipal Council (IMC) in its office, Naharlagun yesterday.

Resource persons from Rural Development Society (RDS) explained the importance of record keeping, book of account, such as bank book, cash book etc. They also explained in detail about the saving rules, procedures and importance of financial management and its benefit for growth of SHGs.

Members of Empowered Standing Committee, IMC, Gongte Togung and Chief Municipal Executive Officer Taba Teni attended the programme.

 

Awareness prog for adolescent girls

ITANAGAR, Apr 20: Upper Subansiri district unit of Arunachal Vikas Parishad (AVP) organized an awareness camp for adolescent girls at Chikompate Mission School, Daporijo.

Dr. Gamik Hangkar, DRCHO, DM0 in-charge was the resource person who explained about personal health and hygiene practices among adolescent girls.

A total of 120 girls of age between 12-20 years attended the programme.

Free computer course by ATSU

ITANAGAR, Apr 20: The month long free course on basic computer education and one day career counseling organized by All Tagin Students' Union (ATSU) commenced at Daporijo today.

Taluk Jeram EE RWD, Daporijo, who attended the inaugural programme, explained the students the importance of acquiring basic computer knowledge in this modern technological era.

Arunachal Teachers Association Upper Subansiri Unit president and BEO Timpu Maying advised the students to improve self discipline, develop time management skill and study hard for career building.

ATSU education secretary and organizing Chairman Sainik Siyum also highlighted the importance of computer in our day to day life.

New village inaugurated

ITANAGAR, Apr 20: A new village under Gumto circle was inaugurated on Saturday at Gumto by Legislative Assembly speaker and local MLA Nabam Rebia. The village has been created by public of Dengka panchayat under the banner of Sere Village Re-grouping Committee. NHPC provides traffic barricades, sign boards

ITANAGAR, Apr 20: National Hydroelectric Power Corporation (NHPC) Ltd. has handed over eight traffic barricades and installed 10 sign boards at different locations in Papum Pare district.  

The traffic barricades were handed over to J Basar, SDPO, Itanagar and K Pait, OC, Naharlagun in a simple function presided over by Talo Potam, ADM-cum-CEO today.

Potam appreciated NHPC’s gesture to help the State Police to regulate the traffic in an orderly manner.

ITANAGAR, Apr 20: Tana Bello of Balapu village, Sagalee died on Saturday at Arunachal State Hospital. He was working under PHED Sagalee division and is survived by his wife, two sons and two daughters. Informing this, the Gangte Panchayat Employees Forum mourned his untimely demise.

Civil Society calls for independent criminal investigation

ITANAGAR, Apr 20: A civil society fact finding meeting consisting of All Arunachal Pradesh Students’ Union, Arunachal Citizen’s Rights, Human Rights Alert and North East Students’ Organisation visited Jullang, Taraso and Lower Taraso, Papum Pare today after reports of alleged sexual abuse by the Indian Army on some women in the villages on April 6.

“The allegation of sexual harassment is consistent and credible and needs thorough independent criminal investigation by the concerned authorities to unearth the perpetrators and award befitting punishment according to the law of the land” said a joint statement of the visiting group.

The team met the three women who were allegedly molested, their family members, the village community, and the CO, ADC of Balijan and the Speaker Arunachal Pradesh Legislative Nabam Rebia who is also the local MLA.

The organisation said that “on 6 April 2015, the personnel of 6th Battalion Mahar Regiment of the Indian Army based at Halem, Sonitpur District, Assam was present in Taraso, contrary to the assertion by the Minister of State for Home Affairs”.

The team strongly feel that there could be more cases of sexual abuse in the area considering the vulnerability of the women and the traditional taboo and social stigma attached to such crime.

The team also endorsed the general feeling of the villagers that the Police, IRBn and Forest Guards present in the areas is more than enough to provide security of life and liberty of the villager and there is no need for imposing AFSPA and bringing in the Army, which only complicates the matter.

The team members included Pritambai Sonam of AAPSU, Babloo Loitongbam of HRA, Rita Taku of ACR and Sinam Prakash represented NESO.

 

 

EAC to decide fate of Etalin HEP

ITANAGAR, Apr 20: During the meeting of Expert Appraisal Committee (EAC) for river valley and hydroelectric power projects on April 23rd-24th, the fate of Etalin Hydroelectric project (4000MW) would be decided as it comes up for reconsideration for grant of Environment Clearance.

The project is proposed on Dri and Tangon, tributaries of the Dibang River by Etalin Hydro Electric Power Company Ltd, a Jindal Power venture which is one of the biggest in India.

There is no cumulative impact assessment on Dibang basin, and hence clearing 4000 MW Etalin HEP after earlier clearance of the 3000 MW Dibang HEP would be in violation of the Ministry of Environment and Forest's own norms, according to South Asia Network on Dams, Rivers & People.

The committee would also take a decision on granting Environmental Clearance to Mago Chu Hydroelectric Project (96MW), New Melling Hydroelectric Project (96MW) and Nyukcharong Chu Hydroelectric Project (96MW) in Tawang to be executed by M/s Sew Mago Chu Power Corporation Pvt.Ltd.

Meanwhile, the cumulative impact assessment of the Tawang basin has not yet been finalised as yet. In its report, North Eastern Hill University had recommended that hydropower projects above 2500 metres above sea level should not be taken up in Tawang Basin. New Melling falls under the category.

13 hydropower projects are planned in a distance of 160 kms of the Tawang River and its tributaries in Tawang triggering fear that it could have irreparable social and ecological and cultural impacts.  

Up for consideration is terms of reference of SIPPI Hydroelectric power project (96 MW) in Upper Siang District by M/s Meenakshi Arunachal Power Pvt. Ltd on and grant of Environment Clearance for Tagurshit HEP (74 MW) in West Siang by M/s. L&T Arunachal Hydro Power Ltd.

 

 

Rally staged against alleged financial crisis and corruption

ITANAGAR, Apr 20: Expressing its resentment over the alleged financial crisis and corruption by the state government, the Arunachal Anti Corruption Sena (AACS) today staged a rally from Nikum Niya ground Nirjuli to tennis court IG Park Itanagar, demanding the immediate resignation of state Chief Minister Nabam Tuki.

Various organizations, NGOs, union and associations supported their AACS rally.

AACS stated that the huge financial crisis and corruption which has engulfed the whole state has crossed limits, every person of the state must come forward to fight against this evil practice otherwise the coming generations will have to suffer.

AACS in their protest rally has demanded CBI inquiry against mismanagement of Rs. 6911.55 crore deficit from 2012-2015, non submission of utilization certificate of Rs. 3500 crore by state government (CCS Scheme), immediate setting up of Lokayukta court in the state, declaration of financial emergency and President Rule in state under Article 360, to stop and scrapping of pre-paid meter system in the state, misuse of revised estimated (RE) scheme of Rs. 110 crore at PWD (W/Z), mismanagement of CSS scheme viz, NDRF, SDRF, SPA, PMGSY, SCA, Panchayat Raj, NRHM, NHM, NCDC, NABARD, TFC, NCC, JNNURM, ULB and others, misuse of government employees salary and GPF of Rs. 861 crore and Rs. 97 crore of New Pension Scheme (NPS), permanent solutions of law and order problem at Assam and Arunachal Pradesh.

AACS said that if state government wants to come clean on the demands, then it must come in front of the media and public.  The Sena also stated that “we don’t want any round table meetings, no verbal assurances and no written assurances, we want the government to come here in front of the media and the public to make any compromise, until then we will not stop our fight against corruption”.

Meanwhile the Sena has threatened to stage their second phase of democratic movement in the coming days if the state government fails to fulfill their demands.

Extending solidarity with AACS, the students of RGU under Rajiv Gandhi University Students Union organized a rally in the university campus against the alleged corruption and financial crisis of the State Government today.

 

 

A.P District Based Entrepreneurs & Professionals Act 2015 comes into force

ITANAGAR, Apr 20: Arunachal Pradesh Governor Lt Gen (Retd) Nirbhay Sharma has given assent to the “The Arunachal Pradesh District Based Entrepreneurs’ And Professionals (Incentive, Development and Promotional) Bill, 2015” on April 6 last. With the consent of the Governor, the Bill became an Act (Act No.5 Of 2015)” and has been published in the Arunachal Pradesh Extraordinary Gazette No.94 Vol.XXII dated April 13.

The Bill was passed by the Arunachal Pradesh State Legislative Assembly in its fourth session of the Sixth Legislative Assembly with an aim to provide incentives to ensure greater participation by district based entrepreneurs and professionals in developmental activities.

The Act prescribes eligibility of contractors based on domicile: Upto Rs. 50.00 lakhs: All registered contractors in Class V and IV categories domiciled within the territorial jurisdiction of Community Block. Above Rs.50.00 lakhs to Rs.1.00 Crore: All registered contractors in Class IV and Class III categories domiciled within the territorial jurisdiction of Assembly Constituency. Above Rs.1.00 Crore and Upto Rs.3.00 Crore: All registered contractors in Class III categories domiciled within the territorial jurisdiction of Assembly Constituency. Above Rs.3.00 Crore and Upto Rs.5.00 Crore: All registered contractors in Class II categories domiciled within the territorial jurisdiction of Assembly Constituency, above Rs.5.00 Crore to Rs.10.00 Crore: All registered contractors in Class I categories domiciled within the territorial jurisdiction of the district. Above Rs.10.00 Crore: All registered contractors in class I and contractors eligible for National and International Competitive Bidding.

The above measures shall ensure equitable participation of young professionals/contractors from all assembly constituencies and districts. Further it shall ensure transparency in tendering and prevent monopoly. The PWD department is also attempting more reforms in the interest of small contractors by way of granting concessions in the earnest money deposits, according to an official release.

It may be highlighted that Govt has allowed all the graduates/engineers/diploma holders to be registered as Class-V contractors without any working experience facilitating unemployed youth to start their own business venture, the release added. DIPR

 

 

Make Arunachal a role model in health care services: CM

ITANAGAR, Apr 20: “Make Arunachal Pradesh a role model in health care services by creating success stories of its effective health delivery system”, exhorted Chief Minister Nabam Tuki while addressing the second State Health Mission meeting here at Banquet Hall today. He was speaking to a decent gathering of Ministers, MLAs, bureaucrats, doctors and health workers.  

Good Health for all should be taken up on a mission mode in the state under all existing means of Central as well as state health machineries, asserted the Chief Minister. He called for putting up collective effort to sum up the shortcomings in delivering health services to the common people.

Tuki hinted for single window monitoring mechanism for social sectors in order to ensure that there is no laxity in terms of deliverance of health services in all level. He directed the Chief Secretary to work out modalities in this direction.

The CM further called upon the doctors, para-medical staffs and health workers to imbibe work culture in order to restore the faith of the people towards Government hospitals. He assured to provide all required equipment to the hospitals, like diagnosis equipment, medicines etc. besides opining for opening of Pharmacy in the hospital itself to facilitate the patients.

While encouraging the NGOs running PHCs and CHCs in far flung areas of the state by successfully catering to the health needs of the people, the Chief Minister said that such initiatives need to be extensively promoted.

While welcoming constructive suggestions from various stakeholders, the CM requested the State Health Mission to record it and think over for its implementation. He assured of providing all possible help to the health department.

Speaking on the occasion, Health Minister Rajesh Tacho appealed the state government to give emphasis on health sector. He put forward various challenges faced by the department and urged for its early settlement. He said, without good health, no development can properly take place.

Earlier, Commissioner Health K R Meena in his welcome address gave a brief on State Health Mission and its objectives.

Mission Director NHM P N Thungon gave a brief on the achievements and challenges of National Health Mission programme in the state.

The meeting was also attended by Home Minister, Parliamentary Secretaries, Chief Secretaries, Commissioners and Secretaries, Director of Health and Family Welfare, National Health Mission Project Director and host of other stakeholders.

 

 

Rally backed by opposition party aimed to conceal AFSPA issue: APCC

ITANAGAR, Apr 20: Arunachal Pradesh Congress Committee (APCC) has termed today’s Arunachal Anti-Corruption Sena’s rally a well planned programme by the opposition party in the state to conceal the burning issue of Armed Forces Special Power Acts (AFSPA) in the state.

APCC will not remain a silent spectator to such activities and any ill design by any individual or groups to malign the image of the Govt. without any proof, cautioned the party in a release.

“If there were any mistake, complaint should have been lodged against the erring individual instead of raising the corruption issue collectively against the government without any proof,” said APCC President Padi Richo in a release.

APCC urged the State Govt. to take appropriate action against any corrupt individual against whom complaints have been lodged.

“They are blinded by corrupt practices and false promises of the ruling govt. at the Centre,” the APCC president said and condemned the rally which according to him was organized blindly without knowing the real facts and figures. Instead, they should be more concerned about AFSPA which is in force in the state, he added.

 

 

Multilingual poets’ meet held at Guwahati

ITANAGAR, Apr 20: The Bishnupriya Manipuri Writers Forum (BMWF) has organized a multi-lingual poets’ meet to commemorate its five years of inception since 2009 and to mark the Cherou or Bishu festival of the community at the Madan Mohan Smriti Manch erected temporarily in the Guwahati Press Club on April 19.

Addressing the gathering on the occasion, BMWF president Dils Lakshmindra Sinha informed that the poets’ meet was aimed at strengthening the sense of brotherhood among the poets of different languages  in the  North Eastern region of the country and to promote  the essence of literary works. Dils Sinha also delivered a brief speech on Bishnupriya Manipuri poetry.

Christened as “Kobi Khallik”, the Poets’ Meet has reached its zenith with participation of Bishnupriya Manipuri, Assamese, Bengali, Hindi, Mising, Rajasthani, Punjabi, Rabha, Boro and Hajong poets who recited their self-composed pieces.

While Bishnupriya Manipuri author and social activist Bijay Sinha enthralled the literary lovers with recitation of his self-composed poetry, novelist Prabhas Kanti Sinha and author Rabi  Kanta Sinha mesmerized the audience with their self-composed pieces during the three-hour long poets’ meet.

Another added flavor of the multi-lingual poets’ meet was presentation of a song “Thoigo” by renowned singer and  artiste Ashutosh Sinha (Ravi), while  author  Samar Sinha enthralled the audience with his self-composed number.

The poets’ meet was conducted by noted Assamese poetess Mira Thakur, while poet Kapurchand Jain delivered the  inaugural speech.

Among others, poets like Hareswar Sinha Manab, Pratibha Sinha, Mrinal Sinha, Nanigopal Sinha, Narendra Kr Sinha, Debabrata Talukdar, Nishuti Majumdar, Jiten Payeng, Ratneswar Miri, Tushar Kona Bandopadhyay, Bani Phukan, Abha Rani Chakraborty, Tarun Barman, Ratan Kumar Rai Hajong and Sushmita Mazumdar attended the programme.

 

 

Arunachalee filmmaker shines in Conflix film night

ITANAGAR, Apr 20: Khanseng Mein, a 27-year-old aspiring filmmaker has carved a niche for himself in the international arena by directing a short film “The Beta” which bagged him the second place honour of David Brown Awards during the Conflix film night at Silver City, Ontario, Canada, on April 16.

His film was selected out of the 29 short films reviewed by the North of Superior Film Association (NOSFA) panel. Aside from cash awards, the young director also received a short critique in a congratulatory letter presented by NOSFA President Marty Mascarin.

The judging panel used criteria centering on direction, cinematography, editing, lighting, and sound in their assessment.

A graduate from the class of the Confederation College Film Production department, Ontario (Canada), Khanseng Mein is the youngest son of Minister for Agriculture, Horticulture, etc Chowna Mein and Nang Sati Mein.

Khanseng believes that progress isn't made by early risers or hard workers, but by lazy people trying to find easier ways to do the same. “You are living up to your dream, we are proud of you” remarked his proud father showering his congratulatory note to his son.

The short film of Khanseng Mein "The Beta" is based on a short story by Anton Chekhov, and centers on a wager between two men whereby one man agrees to live alone in an isolated cabin

for ten years to prove that solitary confinement is more humane than capital punishment.

The awards are named in honour of NOSFA vice-president, David Brown, who passed away from cancer in 2008. The award ceremony to honour the graduating aspiring filmmaker marked the 20th year that NOSFA has issued the David Brown awards to graduates of the College film production programme.

 

 

PPA cautions against rampant issuance of vigilance clearance

ITANAGAR, Apr 20: The People’s Party of Arunachal (PPA) today urged the state Govt to refrain from rampant issuance of vigilance clearances to people with dubious background for various lucrative and prestigious jobs under Govt without effective and detailed verification of the antecedents of the applicants.

PPA president Kahfa Bengia also appealed to the Chief Secretary Ramesh Negi and Commissioner in-charge of Vigilance and SIT to be extremely careful before approving any NOC proposal placed by the Govt. Presiding over the meeting of the RTI and Vigilance Cell of the party here today, Bengia alleged that the Congress party which ruled the State for more than four decades has never bothered to realize the importance of the Vigilance Department for transparent and result oriented functioning of the Government. He further said that the practice of issuing NOC or Vigilance Clearance Certificates to influential persons to contest elections or to apply for various lucrative and prestigious jobs such as members in State Public Service Commission, State Information Commission, State Women Commission and other numerous Govt. constituted Boards, Corporations and Agencies without effective and detailed verification of the antecedents of the applicant is a serious matter.

Urging the party rank and file to remain extra vigilant and watchful to protect and promote the interest of the common people of the state, the PPA president alleged that people with huge debt liabilities in banks, crime records in Police Stations and also those facing regular trials in High Courts and subordinate courts for grave charges of misappropriation of public money, have been issued NOCs in a matter of seconds. “Such act of the Govt. is not only the violation of the Constitution but more importantly defeats the very purpose of maintaining a Vigilance Department at the cost of public exchequer,” he added.

 

 

Cong frontal wings resolve to check unlawful activities, condemn mass rally

ITANAGAR, Apr 20: The Congress frontal wings today unanimously resolve to perform the role of pressure group to check unlawful activities in the  state.

While resolving to work together towards the overall welfare of the state, the Congress frontal wings including Arunachal Pradesh Congress Seva Dal (APCSD), Arunachal Pradesh Youth Congress (APYC), Arunachal Pradesh Mahila Congress Committee (APMCC), INTUC and NSUI also vehemently condemned the mass rally organized by Arunachal Anti-Corruption Sena (AACS) against the alleged financial crisis in the state.

Taking strong exception to the reported demand of the AACS for resignation of the CM due to alleged financial crisis, the INC frontal wings in a joint statement said that there is no financial crisis in the state as evident from the fact that state government employees are getting regular salaries and the routine functioning of the Govt has not been hampered at any point in time.

The INC frontal wings while appreciating the financial management and fiscal prudence measures taken by the state government, asked the AACS not to mislead the people of the state.

It further said that the demand for imposition of Article 360 for Financial Emergency is highly misplaced and alleged that mass rally was totally sponsored by frustrated political leaders of the state.

The frontal wings further accused the BJP of playing double standard on AFSPA. It urged upon the leaders of the state not to mislead general public for “short term political gain.”

While demanding resignation of the Union Minister of State for Home Affairs Kiren Rijiju on moral ground on ‘extending AFSPA’ and the immigrant issues, the Congress Party asked more clarifications from the Union MoS Home and urged him not to take the people of Arunachal Pradesh for a ride.

Meanwhile, the APCSD reiterated its demands for immediate enquiry into alleged bouncing of Govt. cheques under PMGSY scheme.

While referring to the representations submitted earlier to the chief secretary cum state chief vigilance officer, the APCSD said “for the first time, Govt. cheques were found bounced in Seppa and few other RWD Divisions under PMGSY scheme in the month of November- February, 2015 to M/s Peno Enterprise, Seppa. This has brought a blot to the face of our Congress Govt., thereby letting opposition and general public to question the integrity of the of action of the Govt.”

Situation improving

The situation in Jammu & Kashmir has slightly improved. The valley remained peaceful today after remaining disrupted for almost two days over the killing of 16 year Suhail Ahmad Sofi in police firing at Narbal in Budgam district. Further the authorities have released all the separatist leaders who had been detained at their residences after the incident of Narbal killing. As per the report police personnel present to detain Syed Ali Geelani, were called back late last night. Senior separatist leaders Mohammad Ashraf Sehrai, Shabir Ahmad Shah and Nayeem Ahmad Khan were also released late last night. Mirwaiz Umar Farooq is also reported to have been freed from the house detention.

The BJP-PDP government which is still in the early stage have done decent job of restoring peace at the earliest. The fear of 2010 like situation when five-month long agitation paralyzed the life in Kashmir has been haunting all the stakeholders. Decision to release separatist leaders is a good gesture and should help to further normalize the atmosphere. As the situation gets better, the state government should get serious about governance. Majority of Kashmiris are still battling to recover from the impact of severe flood which devastated the state in year 2014.  Also state government should carry out proper investigation into the killing of 16 year old boy Suhail Ahmad Sofi in police firing. Those responsible for his death need to be strongly punished.

Change in attitude

Dear Editor,

Through your esteemed daily I would like to express a general view regarding our crippled state government. The present miserable situation of the state government compels us to think about changed governance in our state. If not wrong, the economic condition is drastically down. But who do we really blame? It is our government or public to blame ourselves who have to be blamed. It is really high time to ask this question to ourselves hundreds of times.

The present economic crisis in the state is really a nightmare to us. We know that development must start from an individual before any other developments to take place. For the developments to flourish, every nook and corner of our society must be empowered and equipped with employment, self-employment generation program and other capital formation policies. Unless these policies are adopted, there will be a hunger for corruption all around irrespective of the position of an individual in this hierarchical state.

The state government must focus on the source of revenue generation initiatives unlike the highly debated and protested initiative of prepaid electric meter system by the government which is really not meant for the low earning section of our society. It should be affordable and sustainable keeping in mind the income pie chart of the masses.

Benjamin Franklin said, "Resolve to perform what you ought; perform without fail what you resolve ". Our state machineries should work tirelessly and with a firm determination to speed up the developmental activities without misusing the planned and unplanned funds so that there be no financial deficit and the resource distribution be balanced.

As Henry Newman said, "virtue is its own reward, and brings with it the truest and highest pleasure ". Our state machinery authorities like bureaucrats, technocrats and legislatures should not sacrifice the quality while implementing the every developmental activity. They have to put their best efforts and leave no stone unturned to uplift the socio-economic condition of the masses. But who has the time to do so?

Our state government need to invest in the sectors like medical, engineering, tourism, hydropower and industry which are the backbone of capital formation. The funds which are given by the central government are like a bonus package for the developmental activities.  

With this, the public really need to change their old trend of pocketing a bulk amount of hard cash from the candidates during election time.

We have to let go of  ' vote for cash ' if we really want to live in a state which is far better and developed.

The monsoons

Dear Editor

One way or the other way you can avoid monsoon's heavy downpour entirely is by anticipating when the rain begin. The monsoon will completely transform the normalcy of life. The streets are clean and gleaning before the monsoon affects. The rain-drenched roads, wet leaves swaying in the wind, wipers on the windshields and the vehicles rushing in the drenched roads or in queue waiting for the mud/landslides. The English nursery rhyme,  Rain, Rain, Go Away, Come Again Another Day, perfectly describes how we run for cover when it begins pouring.                      While travelling in buses, trains, taxis,  motorbikes or in cars, we do observe the rivulets of rainwater running down the lanes. In the middle and sidewise of the roads and paths without any directions! When it rains, pay attention to the nature around you. As soon as the intensity of the rain increases, things automatically changes around. You and surrounding might feel insecure by the nature's activities as the topography of the region is totally terrain and steep with no proper drainage system and dependable walls. The travellers and passersby might feel insecure. In Itanagar, drainage system will be in ruins with the flood and stinky dirt of the sewages and garbage all over the rivulets in the mid of so called National Highway.  You might wonder where you are.

You might require ferry or boats to cross from one end to another. Most of the population in the capital complex own motor cars and bikes, but are the roads 'useable?

With monsoon will emerge the rivulets, fear, calamities,   disaster, hazards,   catastrophe, sewages, and flood. Are we ready to tackle the problems or we are just going to put the blame on the system itself as 'usual', or will we just repeat the English rhyme?

Government officers are not holy either

Dear Editor,

As the financial crisis of state is not a secret anymore and every individual of the state is directly pointing towards politicians, I want to add few more things that led to the crisis.

It would be wrong to hold the politicians only responsible for the present scenario as some Govt officers too are equally responsible.

I wonder how a Govt. servant who earns fifty to seventy thousand a month has properties worth crores of rupees.  I wonder how he/she owns big apartments, luxury cars, hotels, showrooms.

Can they come clean on it?

If they can't then, they have lost all the rights to make any comment on the present crisis.

The empty accounts

Dear Editor,

The news article, "CoSAAP defends govt..." published in your daily on 18th April was shocking. Those governing CoSAAP are living under feet and at the mercy of political boss is easily understood when it remained mute even while former finance minister revealed mismanagement regarding NPS and GPF.

Some months ago, I enquired at treasury department, NPS section, and I was informed that not a single penny which have been deducted from us for last many years have been uploaded in our NPS account; it simply means that government is deducting our money but they are not investing it in equity market, thereby, depriving us of interest it should generate in highly profitable equity market. Not only to all employees with NPS account but to your daily also, I request you to go to NPS section and check for yourself of the facts. Shame on you CoSAAP!
